    State of the Game
In this week's State of the Game, the focus was on 1.2 balancing and some comments about bugs that popped up over the week. We don't have an announce-date for 1.2, but we got a teaser how the meta-game will change with the 1.2 update.

    Sentry's Call Bug
    • Sentry's Call bug is known and will be fixed with 1.2
    • At the moment, sometimes players will be marked with the Sentry's Call – debuff, when they are close to players that wear the Sentrys Call Set.
    • When you have the debuff-mark, the current workaround is logout / login

    1.2 New Features
    • There will be New Gear Sets and some of those will buff specific weapons (very vague)
    • Voip-indicator of the player is now in the UI, so you will know when you are broadcasting
    • Phoenix Credits cap will be 2000
    • Max Gear Score of the items will stay at 204 / 240
    • On the Inventory-Screen "Health" will be replaced with a new attribute "Toughness"
    • Toughness is the sum of Health / Stamina / Armor – it won't include attribute such as "Protection against Elite" etc, but it gives you a better understanding, if the new item gives you a buff or not.

    1.2 Incursion
    • New incursion will have the same gear requirement as Falcon Lost
    • Will have a new name and not Broken Circle
    • Basically everything you see now on the map about the new incursion is placeholder
    • There is no thing as purple gear-sets (but there will be new sets)

    1.2 Balancing Weapons
    • Metagame should move away from Vector / Aug / M1A because they are very easy to obtain right now.
    • 1.2 will be a first step in the direction to move away from the known craftable weapons
    • In 1.2 the player will get more / better weapons, so they will also use the archetypes that are now not so popular ( also supported with the new gear-sets)
    • Weapons will not be directly touched in 1.2
    • They are re-balancing weapon talents like Brutal (bonus will be additive) / Balanced (mentioned last week)
    • They will be gathering a lot of data and after that, there will be a big balance of the weapons after 1.2 when they have a better understanding of the impact of the rebalanced talents and the new gear-sets

    1.2 Balancing Sentry's Call
    • Sentry's Call is very OP right now in comparison to the other gear sets
    • After 1.2 the debuff-mark it will only be applied with semi-automatic weapons such as Pistol / Shotgun / Marksmen rifle

    1.2 Balancing Performance Mods
    • Performance-Mods will be buffed to compensate the absence of a Character Attribute – the skill-buff will be a lot higher

1.2 Balancing Armor / Damage Mitigation
    • Armor Cap is increased
    • Damage Mitigation is increased to 75% (right now it is 65%) - this should compensate the higher damage that got available with the new gear.
    • But to get 75% Damage Mitigation you will have to sacrifice other stats.

Interesting, I may play it, but TBH overwatch is more than likely going to be my main game for quite some time....when it comes out.
I'm beginning to get more grey hairs than frags these days.

THE DIVISION – CONFLICT Q&A WITH GAME DIRECTOR PETTER MANNERFELT

Conflict, the second free expansion for The Division, is coming to Xbox One, PS4, and PC on May 24, bringing with it a new Incursion and a number of changes and additions aimed at high-level players. To offer a more detailed picture of what’s in store next week, Game Director Petter Mannerfelt answered some pressing questions about what Conflict means for players, for the Dark Zone, and for The Division’s loot.

What content will be available with this second free update?

Petter Mannerfelt: In our second free update, Conflict, we are increasing the amount of high-end loot drops, and adding four more gear sets. Players with a high gear score will also be able to enter a new high-level Dark Zone bracket.

Also, players can now hijack ongoing extractions in all Dark Zone brackets and Sealed Caches will now have a chance to drop from named enemies.

In the open world, we are introducing Search and Destroy missions, which will reward you with intel to help you locate High Value Targets.

Clear Sky, an additional group-centered Incursion, has also been added.

What kind of new items are you introducing with this update?

PM: With Conflict, we are introducing new high-end weapons and four new gear sets:
    • Final Measure is a new defensive set.
    • Hunter’s Faith is a new long range set.
    • Predator’s Mark new support set.
    • Lone Star is a DPS (damage per second) gear set.
    JhHEcTX.gif

Hijack Extractions are now possible in the Dark Zone. How does this new feature work?

PM: Players will now be able to interrupt an ongoing extraction by cutting the rope to have all the attached loot bags drop to the ground. This means that you will have to defend your extractions to ensure the loot doesn’t get stolen.

Will I go Rogue if I hijack an extraction?

PM: Yes, you will go Rogue if you hijack an extraction.
    image.jpeg

What are Search and Destroy missions, and how do you get access to them?

PM: You can find the Search and Destroy missions in the safehouses of named zones once all side missions and encounters have been completed. The missions lead you to locations in the open world where groups of enemies are located.

Can you elaborate a bit more on High Value Targets?

PM: High Value Targets are dangerous faction leaders. They are a threat to society and need to be stopped. Complete Search and Destroy missions to be granted enough intel to find the whereabout of these targets. There are both daily and weekly High Value Targets contracts, and some of them require a group effort to complete.

What are Sealed Caches, and where can they be found?

PM: Named enemies will have a chance to drop Sealed Caches in the Dark Zone. The Sealed Caches contain mystery items which include gear, division tech and Dark Zone funds.

Do Sealed Caches need to be extracted?

PM: Yes, Sealed Caches are contaminated and need to be extracted.

What is the backstory of the Clear Sky Incursion?

PM: In Columbus Circle, Rikers have seized one of the anti-aircraft sites abandoned by the Last Man Battalion. Now, they control the entire Manhattan airspace, and are taking possession of the supply drops.

How many players does Clear Sky support? Is it still up to four players?

PM: All Incursions are designed for teams of four players. They are also accessible for one to three players, but the missions will be very challenging, as enemies are scaled for four players.
    1.jpg

What loot can I expect for completing Clear Sky?

PM: On Hard mode, you can expect High End items with a 204 gear score, and Gear Set items with a 214 gear score every time you complete the mission. You also get double rewards the first time you complete the incursion every week.

Challenge mode rewards you with gear score 204 High End items and 240 Gear Set pieces every time you complete the Incursion, as well as double rewards once a week.

    Are there checkpoints?

PM: Yes, there is a checkpoint after the first encounter.

In the Clear Sky Incursion, will it just be my group, or will there be other players to encounter, like in the Dark Zone?

PM: You will only see your group while playing the Incursion.

The Division’s Conflict expansion will be available free to all players on May 24 for Xbox One, PS4, and PC. For more on The Division. Be sure to tune into The Division Twitch channel on Thursday, May 19 at 10AM PDT to see more of Conflict in action. For more information on The Division, check out our previous coverage:

Tbh i am conflicted if i can be bothered playing dis expansion .

If the incursion is actually good and fun, sure,
but other than that the PC DZ will be forever broken and after you beat the incursion 1-3 times it loses its interest as the exploiting and hacks in the DZ just give me no incentive to play anymore.

    Update 1.2: Conflict
    Release Date: 24 May 24

    Incursion
Clear Sky is another group-centered Incursion that will be added with the 1.2 update. As Falcon Lost it has a Gear Score-recommendation of 140 for Hard Mode and 160 for Challenge Mode and is balanced for 4 players. You can attempt the incursion with less than four squad members but it won´t be possible to do it with more than four players. In contrary to Falcon Lost, Clear Sky will have a checkpoint after the first encounter, so when you have a wipe, you won´t have to restart the whole mission.

What is Clear Sky all about:
In Columbus Circle, Rikers have seized one of the anti-aircraft sites abandoned by the Last Man Battalion. Now, they control the entire Manhattan airspace, and are taking possession of the supply drops. It is now your job, to neutralize this new threat and get these weapons back under the control of The Division.

    Loot Reward in Clear Sky
On Hard mode, you can expect High End items with a 204 gear score, and Gear Set items with a 214 gear score every time you complete the mission. You also get double rewards the first time you complete the incursion every week. Challenge mode rewards you with gear score 204 High End items and 240 Gear Set pieces every time you complete the Incursion, as well as double rewards once a week.

    Dark Zone
The Dark Zone will also receive an upgrade. After the Supply Drops in the 1.1 Update, you can now hijack extractions and enemies can drop Sealed Caches.

    Hijack extractions
After 1.2, Players will be able to interrupt an ongoing extraction by cutting the rope to have all the attached loot bags drop to the ground. This means that you will have to defend your extractions to ensure the loot doesn’t get stolen. It is only safe, once it is pulled up and the Helicopter leaves. Of course you will go Rogue when you hijack an extraction – so think twice before you cut the rope.

    Sealed Caches
Named enemies will have a chance to drop Sealed Caches in the Dark Zone. The Sealed Caches contain mystery items which includes gear, division tech and Dark Zone funds. As these Sealed Caches are picked up in the Dark Zone, they also need to be extracted.

    Open World
As teased in the State of the Game 3 weeks ago – there will be new activities in the Open World to compensate the changes that were introduced after the Bullet King Episode:

    Search and Destroy missions
In the open world, there will be new Search and Destroy missions, which will reward you with intel to help you locate High Value Targets. You can find the Search and Destroy missions in the different safe houses of the districts, once all side missions and encounters have been completed. The Search and Destroy missions lead you to locations in the open world where groups of enemies are located.

    High Value Targets
High Value Targets are dangerous faction leaders. They are a threat to society and need to be stopped. Complete Search and Destroy missions to be granted enough intel to find the whereabouts of these targets. There are both daily and weekly High Value Targets contracts, and some of them require a group effort to complete.
Accepting a High-Value Target mission begins it right away. You will only have a certain time to hunt down the High-Value Target before the time runs out. For High-Risk Targets, you only have one attempt to succeed with the Mission

    New Weapons and Gear Items
With Conflict, new high-end weapons and four new gear sets will be added to the game:

    High-End Named Weapons
    • Hungry Hog M60 LMG
    • Centurion M1911 Pistol
    • Medved Saiga-12 Shotgun
    • Historian M1A MMR

    New Gear Sets
As stated in the last State of the Game, there will be new gear sets that also support specific weapons and apparently also specific roles.
    • Final Measure is a new defensive set.
    • Hunter’s Faith is a new long range set.
    • Predator’s Mark new support set.
    • Lone Star is a DPS (damage per second) gear set.

List of some of the balancing changes we are making with update 1.2 that were discussed!
    • Balanced. Fixing the weapon talent Balanced to work as it was initially designed. This should shift the meta-game away from the M1A and towards more variety.
    • The Brutal weapon talent will be additive and be properly indicated in the UI DPS.
    • Reckless is addressed and will be working correctly.
    • The Sentry’s Call 4 piece bonus will now only work on semi-automatic weapons.
    • Overall buff to Performance Gear Mods to increase their effectiveness.
    • New Gear Sets that focus on certain weapon types. The goal is to encourage more build and playstyle diversity.
    • Increasing the armor cap to 75% to increase survivability as the damage player’s output increase. Reaching this level of armor is also much more difficult and will require you to sacrifice stats in other areas to do so.
    • Toughness will now be displayed instead of health in the UI. This is a combined number that shows the combination of your health and armor, or effective hit points.
    • Fixing character Talent stacking to make sure it’s not possible.

Sniper and Shotgunner Nerf in 1.2
We are adjusting the damage output for the level 34 variants of these NPC types. Their damage was too high due to the difference in level between the player and the NPC, making tank stats less rewarding. We are reducing the damage they do to allow for players who focus on tanking stats to have a more effective role.

    Scavenging changes in 1.2
The effectiveness of scavenging has been a long discussion within the community. With the changes made to loot in 1.1 the benefits have diminished slightly. This is something we are aware of and are working on to improve in update 1.2.

Official answer to Stash increase demands from the community
I’ve seen that this has been a recurring question since we announced the loot changes with Update 1.2. The short answer is: we are working on increasing Stash size, but it won’t be coming with Update 1.2. We are looking at adding it with the following game update, but I can’t confirm this yet.
    Full response:
    Hi there,
I’ve seen that this has been a recurring question since we announced the loot changes with Update 1.2. The short answer is: we are working on increasing Stash size, but it won’t be coming with Update 1.2. We are looking at adding it with the following game update, but I can’t confirm this yet.
Now a bit of a longer answer regarding the technicalities behind: While adding storage space sounds as easy as adding a zero in the game code, it’s actually also a matter of database space and traffic load. Your character data (including stash items) are stored on a database cluster that our game servers sync with regularly.
Increasing Stash space means increasing the size of your character data. Since many items can “contain” more items (mods slots), adding one stash slot means actually adding data for as many as 7 items (a weapon can contain up to 5 mods and a weapon skin). Thus, adding 10 stash slots means being able to store data for up to 70 items, and so on.
    This leads to two things:
    • Exponential increase of storage space required for all your items
    • Increase of traffic between the databases and game servers due to heavier character data
There are technical limitations as to how much traffic our databases can handle, and we must be extra cautious with it. If done wrong, this could impact game stability.
This is something we will definitely do, but we need to prepare it correctly to make sure it’s calibrated right and there are no side effects. Once we’re ready, we will need a client update to implement it: there is also a client side to this change (your game client needs to display the extra slots, etc), so this is not something that we will be able to change with a server fix during a weekly maintenance, unfortunately.
    Hope this helps.
    Yannick

EDIT: Boy oh boy is Yannick coping it in the Reddit thread for the "exponential increase" line
"You're right of course, it's not "exponential". That was just me trying to reinforce the idea that adding more items means much more storage space than one could think. :)"

10/10 for all the references. I hadn't seen the new named weapons before were there any picks of the centurion? Those 2 cents being tossed over the server architecture is hilarious.

Special Report for Update 1.2: Conflict
This is the Special Report for the 1.2 Conflict update that will be released on May 24th.
The main topics were of course – as touched in the last three State of the Game streams - the new Incursion Clear Sky, the new loot system, the Dark Zone changes and of course the new PVE activities. These are the notes from the stream categorized in the different topics:

    Incursion
Lead level designer Magnus Jonsson introduced the new incursion

What is Clear Sky all about:
In Columbus Circle, Rikers have seized one of the anti-aircraft sites abandoned by the Last Man Battalion. Now, they control the entire Manhattan airspace, and are taking possession of the supply drops. It is now your job, to neutralize this new threat and get these weapons back under the control of The Division.

Features and facts from Clear Sky:
    • It is outside and can have different weather (big difference from Falcon Lost)
    • It appears to be a more a classic mission
    • The weather is toned down, so you won´t get the worst weather like blizzard, where you can only see a few meters.
    • The weather is random, so you can´t choose that.
    • The main enemy is the Rikers, so it is a more nightmarish encounter than with the LMBs
    • Gear Score recommendation for hard is 160
    • There is an open street at the beginning, you need to recover explosives from mobs and blast your way into Columbus Circle
    • You need to be more mobile than Falcon Lost, you can´t camp out in a pit
    • The way to Columbus Circle is a DPS check, that gives you an impression, if you can handle the rest
    • There is a checkpoint once you have reached Columbus Circle.
    • Clear Sky supports the different roles – more tank, distance DPS and healers.
    • The map is almost a replica of the real thing
    • You can pickup Med-Packs from the Restock Crate at the checkpoint, so you don´t have to attempt the second part of the mission with only 2 Med-Packs after you died.
    • Challenge mode will come out one week after 1.2 is deployed (exact dates will be revealed)

    New open-world activities
    Search and Destroy missions
    • Search and Destroy (S&D) missions can be accepted from the Situation Board in the different Safe Houses.
    • You can only accept S&D missions for a District, once you have cleared all Encounters and Sidemissions of that District.
    • There is an exclamation point next to the Save House, when new missions are available
    • S&D missions are random events that spawn on the map and your mission is to kill a group of mobs.
    • Each time you clear the S&D missions, you get an Intel Token. When you have cleared every mission of a District, you get additional two Intel Tokens.

    High Value Target Missions
    High%20Value%20Targets_250892.jpg

    • In the Base of Operations there are 2 new NPCs, where you can accept daily and weekly High Value Target Missions. Dailies are cheap 5 – 15 Intel Tokens, weeklies are more expensive and can cost up to 60 Intel Tokens
    • There are 6 daily and 4 weekly High Value Target missions
    • High Value Target missions have a timer on them that starts as soon as you accept the mission.
    • Normal High Value Target missions can be done as many times as it takes to complete them, High Risk Missions can only be attempted once.
    • The most difficult High Value Target missions have up to level 32 NPCs
    • High Value Target missions have different difficulties and the highest difficulty can drop 240 gear items

You can read the full explanation about these missions in the new Intelligence Annex #10: Spice it up

    Balancing / Changes
    • They want to move away from the crafting to be the best source of loot – in-game activities should be the primary source of loot
    • There should be multiple sources to get the best loot
    • 1.2 will be more generous, better loot and it will have a clear progression
    • Nomad Set will still be designated to the Dark Zone, but it can also drop in other activities
    • No weapon balancing, but there will be changes to the combat mechanics
    • Talents will be changed (for example Brutal and Balanced) and with the new gear sets, they will buff other weapons that are not really popular right now (LMG / Shotgun / Assault Rifle)
    • Sentry´s Call will be changed, so that the debuff-mark can only be applied with semi-automatic weapons. That should make it a more of a support / sniper set
    • The armor cap is increased to 75% Damage Mitigation. That should give the players more survivability against the most dangerous enemies

    Loot
    • New loot System - read the full explanation here
    • There are new level 32 weapon mods

    Dark Zone
    • New Dark Zone 200+ gear score bracket
    • 200+ should separate the low geared players from the maxed out and min/maxed players
    • 200+ Bracket enemies will go from 32 up to level 34
    • 200+ Will have only High End Division Tech
    • Supply Drops will give you high ends items and they can also drop one of the 8 gear sets
    • A Stash was added to each Checkpoint

    Hijack Extractions
    • It made no sense that you can just attach the loot to the cable and then run away
    • After 1.2 the loot is no longer safe once it is attached to the cable
    • You have to protect the loot as long as the helicopter has not departed
    • The items will drop when the rope is cut and can be picked up from everybody
    • Once the rope is cut, the extraction is canceled and you have to call a new one
    • The items will not drop in one big pile it will be scattered all over the extraction area (lootsplosion)
    • When a player tries to cut the rope, they will go Rogue immediately, so you won´t be punished when you protect your loot.
    • The cutting of the rope takes longer when the player is hit by bullets and with constant damage, the player won´t be able to cut the rope.
    • They will keep track on the feedback about this new feature, because in the end, a game should be fun.

    Sealed Caches
    Sealed%20Cache_250894.png

    • Can drop from all NPC in different rarities
    • Only Named NPCs will drop High End Sealed Caches
    • They contain High End Division Tech / Dark Zone Funds / Gear Items / Weapons and Mods
    • They need to be extracted
    • You won´t know the exact content until you have extracted and opened them

    New Gear Sets
    • The New Gear Set are and play different
    • The should not just improve your stats, but they should change they way you play

Final Measure is a new defensive set.
    2) 50% Exotic Damage Resilience
    3) 15% Protection from Elites
    4) When you you damage a player or an NPC with a grenade, you get a defuse buff, that allows you to defuse enemy grenades. When you defuse an enemy grenade it also gives you a grenade. (Also works with mortars in Falcon Lost)

Hunter’s Faith is a new long range set.
    2) 20% Marksmen Rifle critical hit damage
    3) 20% Damage to elite
    4) Every time you land a shot depending on the distance to the target, it will give you Damage Resistance against enemy weapon damage – you can go above 75% Damage Mitigation. The additional armor disappears after one bullet hits you.

    Predator’s Mark new support set.
    2) 20% Optimal Range
    3) 800 Assault Rifle Damage
    3) 700 Pistol Damage
    4) Every time you hit 10 Bullets without switching the target, will apply bleed to the target. The bleed damage will be 100% of the damage already done by the bullets.

Lone Star is a DPS (damage per second) gear set.
    2) 100% Ammo Capacity
    3) 1000 LMG Damage
    3) 1000 Shotgun Damage
    4) Every time you holster a weapon it will automatically be reloaded

    IMPORTANT
    1.2 Preparations
Clear all Encounters and Sidemissions in the Districts, so you can access the Search and Destroy missions when 1.2 is released.

    DARK ZONE UPDATE

Adding rewarding Open World activities and changing the Incursion loot drops aren't the only things we are doing. The Dark Zone is a huge part of the overall experience and it's crucial that it receives the same generous loot philosophy we are applying elsewhere.

The loot you pick up should feel more rewarding and assist your progression through the Dark Zone. As you collect better loot you will move to higher named zones in the Dark Zone as well as eventually progressing into a new Gear Score bracket. To help this, we have made the following changes to loot drops in both the 0-161 Gear Score and 162-200 Gear score brackets:
    • Named NPC Level 30 (DZ01 and DZ02)
    1. 1x 163 High End or 191 Gear Set
    • Named NPC Level 31 (DZ03 and DZ04)
    1. 1x 163/182 High End or 191/214 Gear Set
    • Named NPC Level 32 (DZ05 and DZ06
    1. 1x 163/182/204 High End or 191/214/240 Gear Set

Additionally, with the introduction of a 201+ Gear Score Dark Zone bracket comes better loot opportunities. Encounters will be extremely difficult so it’s very important that the rewards reflect this. Players in this bracket already have exceptional gear, making it difficult to find upgrades. Finding those rare upgrades will be made easier in this bracket. The quality of equipment you find is directly related to the enemy level for named NPCs and Dark Zone named zone for Supply drops. The loot drops in 1.2 for the 201+ Gear Score bracket are as follows:
    • Named NPC Level 32 (DZ01 and DZ02)
    1. 1x 182/204 High End or 214/240 Gear Set
    • Named NPC Level 33 (DZ03 and DZ04)
    1. 1x 182/204 High End or 214/240 Gear Set
    • Named NPC Level 34 (DZ05 and DZ06)
    1. 1x 204 High End or 240 Gear Set

Supply drops are getting a similar treatment in terms of rewards. They should provide rewards that scale with the difficulty of the NPC’s guarding them and the limited number of them that drop down. The Supply Drops will scale with Dark Zone Gear Score bracket and named zone. The Supply Drop rewards are as follows for the Gear Score 0-161 and 162-200 bracket:
    • DZ01 and DZ02
    1. 1x 163/182 High End
    2. chance for 191 Gear Set
    • DZ03 and DZ04
    1. 1x 163/182 High End
    2. chance for 191/214 Gear Set
    • DZ05 and DZ06
    1. 1x 182/204 High End
    2. chance for 214 Gear Set

Similarly, the Supply drops in the Gear Score 201+ bracket are:
    • DZ01 and DZ02
    1. 1x 182/204 High End
    2. chance for 214/240 Gear Set
    • DZ03 and DZ04
    1. 1x 182/204 High End
    2. chance for 214/240 Gear Set
    • DZ05 and DZ06
    1. 1x 204 High End
    2. chance for 240 Gear Set
